US failure hits European shares

Global stock markets have had a bumpy ride in recent weeks

The main UK and other European share indexes have fallen in early trading after a US financial rescue plan failed to gain Congressional backing.

With the US House of Representatives rejecting the $700bn (£380bn) rescue deal, the UK’s FTSE 100 was down 0.9%, while Germany’s Dax was 1.7% lower.

Asian stocks have already seen big declines in Tuesday trading.

Wall Street’s Dow Jones index saw its biggest one-day points fall in history on Monday after the deal was rejected.

Bank shares hit

The UK’s FTSE 100 index was down 0.9%, or 43 points, at 4,775, while France’s Cac 40 had fallen 52 points, or 1.3%, to 3,902. Germany’s Dax was down 1.7% or 100 points at 5,707.

US trader

Banking shares were the biggest fallers in London, as concerns grow about how the delay in securing a rescue deal in the US will hit the financial system.

HBOS was down 12%, Royal Bank of Scotland was 11% lower, and Lloyds TSB had declined 9%.

Japan’s Nikkei index ended Tuesday down 4.1%, and Hong Kong’s Hang Seng had lost 2.4% in late trading.

Meanwhile, in Russia all trading has been suspended on the country’s two main stock markets.

In the Republic of Ireland, the government announced that all bank deposits would be guaranteed for the next two years.

And Franco-Belgian bank Dexia has received a state bailout, with the Belgian, French and Luxembourg governments pumping in a combined 6.4bn euros ($9.2bn; £5bn).

Presidential speech

US Treasury Secretary Henry Paulson, the architect of the rescue plan, said it was vital to get a new deal agreed.

President George W Bush is now due to make a statement on the deadlock over the bail-out plan later on Tuesday.

But the president has been wholly ineffectual in the crisis so far and it is difficult to see how that might change, says the BBC’s North America correspondent Justin Webb.

Congress will not meet again until Thursday, with another vote unlikely before the weekend, the BBC’s Jonathan Beale in Washington says.

Day of turmoil

The House’s rejection of the bail-out plan came after a day of turmoil in the US and Europe, with Wachovia, the fourth-largest US bank, being bought by larger rival Citigroup.

Monday also saw the partial nationalisation of Benelux banking giant Fortis by three governments, and UK lender Bradford & Bingley was taken into state ownership.

The US rescue plan, a result of tense talks over several days between the government and lawmakers, was rejected by 228 to 205 votes in the House of Representatives.

About two-thirds of Republican lawmakers refused to back the rescue package, as well as 95 Democrats.

Mr Paulson said, after talks with the president, that the government’s plan to address the crisis facing the US financial sector was much too important to be allowed to fail.

US regulators would use “all the tools available” to help the US economy, but their powers were “insufficient”, he warned.

He added that he would be working with congressional leaders to get something done “as quickly as possible”.

Analysts say that without a bail-out plan, the banks will be left to handle all their own bad mortgage debt as best they can and more of them will be in danger of going bust.

But after several hours of impassioned debate, the bill’s opponents – the majority of whom were from the Republican Party – got their way.

They had raised concerns about both the content of the plan and the speed with which they were being asked to pass it.

MORE THAN 100 Feared Dead in Jodhpur Temple Stampede

In one of worst tragedies in Rajasthan, at least 103 people, mostly men, were killed and about 30 injured in a stampede that took place when thousands of devotees gathered at a 15th century temple here on the occasion of Navaratri festival on Tuesday.

The worshippers had gathered at the Chamunda Devi Temple situated on a hill top in the precincts of Mehrangarh Fort when the tragedy struck at around 5.30 am after some devotees slipped on a slope causing the stampede.

At least 103 people have died while 29 others, who were injured, were being treated in various hospitals, Rajasthan’s Principal Secretary (Home) S N Thanvi said.

“As some devotees slipped on the slope on the temple path, others gathered there started falling on each other causing the stampede. A majority of those killed died due to suffocation as a result of the stampede,” he said in Jaipur.

Director General of Police (DGP), Rajasthan, K S Bains, however, said that nearly 100 people were injured in the incident.

Officials said most of the dead were men as the stampede took place in the separate queue for males for going to the temple.

About 15 to 20 people were killed at the stop and the others succumbed to their injuries in Mahatma Gandhi Hospital, Mathura Das Hospital and Sun City Hospital, among others, in Jodhpur, they said.

The dead include a large number of young people, they said.

The devotees in large numbers, including women, had gathered at the temple from early on Tuesday morning on the occasion of Navaratri festival.

Rajasthan Home Minister Gulab Chand Kataria said sufficient police deployment had been ensured and there were separate queues for men and women.

But there was a huge rush in the queue for men and some people slipped on a slope, which led to the stampede, Kataria said.

The civil authorities have sought the help of the army to deal with the situation, Inspector General of Police (Law and Order) Kanhaiya Lal said.

Officials said that the stampede occurred as the devotees along the 2-km-long route to the temple tried to rush towards its door as soon as it opened.

The situation went out of control as devotees, carrying offerings, jostled with each other and tried to rush towards the temple door breaking the barricades, they said.

Inspector General of Police, Jodhpur, Rajiv Dasod said some of the devotees slipped on the 75-metre-long slope on the temple path causing the stampede in the 100-metre zone around it.

“There has been no casualty in the queue for women in which a large number of children were also present,” he added.

In Jaipur, Chief Secretary D C Samant called a high-level meeting to discuss the relief and rescue measures, official sources said.

Chief Minister Vasundhara Raje, who is holding Navratra prayers at Tripura Sundari in Banswara district, will visit Jodhpur, the sources said.

A few eyewitness to the incident told police that a sidewall of the temple had also collapsed due to pressure from the large number of devotees.

Chamuda Devi Temple is the “Kul Devi” of the former Maharajah of Jodhpur, Gaj Singh, and is run by a private trust.

`ந்திரன்படப்பிடிப்புக்காக `பெருநாட்டிற்குச் சென்றிருக்கும் தங்களின் தலைவர் எப்போது சென்னை திரும்புவார் என ஒட்டுமொத்த ரஜினி ரசிகர்களும், மன்றப் பொறுப்பாளர்களும் வழி மேல் விழி வைத்து காத்துக் கொண்டிருக்கிறார்கள்.

புது அமைப்பு, தனி சேனல், இந்த இரண்டு விஷயங்களைப் பற்றித்தான் தலைவர் தங்களை அழைத்து ஆலோசனை செய்யப் போகிறார் என்பதை உறுதியாக அறிந்து கொண்ட சில மாவட்டப் பொறுப்பாளர்கள், ரஜினியை அசத்தும் விதமாக, அந்த அமைப்புக்கும், சேனலுக்கும் என்ன பெயர் வைக்கலாம் என்பதையெல்லாம் கிட்டத்தட்ட முடிவு செய்து விட்டார்களாம்.

அதாவது, சேனலுக்கு `ரஜினி டி.வி‘. என்றும் பொது அமைப்புக்கு மக்கள், ஜனநாயகம், குரல் என்று ஏதாவதொரு பெயர் வைக்கலாம் என்பதும் அவர்கள் ஐடியா. சேனலுக்கு ரஜினி டி.வி. என்று பெயர் வைப்பதை தலைவர் ஏற்றுக்கொள்ள மாட்டார். ஆனால் அப்படி பெயர் வைத்தால்தான் மக்கள் மத்தியில் எடுபடும் என்பதை எடுத்துக்கூறி ரஜினியை ஒப்புக் கொள்ளச் செய்ய வேண்டும் என்பதில் மாவட்டப் பொறுப்பாளர்கள் உறுதியாக இருக்கிறார்களாம்.

அமைப்புக்கு `குரல்என்று தாங்கள் வைத்திருக்கும் பெயர் ரஜினியை ரொம்பவே இம்ப்ரஸ் பண்ணும் என்றும் நம்புகிறார்கள் மன்றப் பொறுப்பாளர்கள். காரணம், `தமிழக அரசியலைப் பொறுத்தவரை `வாய்ஸ்‘ (குரல்) என்றாலே, அது ரஜினி சொல்வதை மட்டும்தான் குறிக்கும். ஆகவே, தலைவர் தொடங்கப் போகும் அமைப்புக்கு `வாய்ஸ்என்ற பெயரே
